That image looks like an opened template file - which is good. From there you would add instruments to the score from the "- VDL Template 7.0a" Ensemble, and then start writing. Have you watched this video: https://www.thewritescore.com/video/sibelius-templates-overview/?

If you want to do a TriggerTest, open one of the the .sib files from the TriggerTest folder, then play each stave one at a time.
