You can't assign multiple percussion midi maps to a single staff, even when using layers. This applies only to non-pitched percussion instruments. The best solution for this is the Change Instrument Utility.

Okay that make sense. I'll check out the change instrument utility. Do you know why the option to select a midi map wouldn't be working for the other staves though? (the ones where I'm not trying to assign multiple percussion midi maps to a single staff)

Without looking at a specific file, I have no way of knowing why this is happening.
