Is this not the correct to set the Mod wheel for a hand mute after articulation?

That should still work. Or you can use Staff Text to do it too. See attached.

Try bumping the text to the left just a bit.

Sometimes Sibelius is quirky in that if the text is right on the note, it won't trigger the desired effect, however, if you move it to the left slightly, it works fine.

Try it without the articulations. Also, play just that staff from the very beginning of the score. Still the same?
