I tried adding another instrument to my score (waterphone). 
The staff loads up on the score.
I copied the notation/sound from the trigger test file and pasted it to the correct measure in the new staff on my score.
On playback it sounds like a marimba.
I opened Kontakt to see if Sibelius loaded it into the bank and it hadn't. 

I noticed that I have 16 banks loaded.
I noticed a row of buttons on top next to Mult Rack one says 01-16 I clicked 17-32 and a blank page opened with no instruments loaded.

Is there a way that I can keep adding instruments in banks 17-32 and have them contribute to the playback of the score?

Add another instance of VDL to your Playback Configuration.
